The government as a platform

When we say: "The state is a platform," we put two understandings into this formulation: practical (technological and managerial solutions) and, conventionally speaking, metaphorical.

The practical understanding is the functions of the Platform, which as a technological complex becomes an intermediary between citizens and the state.

What is an intermediary in this context? Now between our data and the data that formally belongs to the state, for a number of reasons we need intermediaries, and this function is performed by state agencies.

The concept of "State as a Platform" requires a certain rethinking of principles and approaches to the system of public administration.
